Updated io_ply.patch so that it applies cleanly.

Additionally, the setting `-DWITH_OPENMP=OFF` is removed because there
does not seem to be a specific reason for it, and in my tests PCL still
built fine if it was removed, see

Jsonifier Changes:
* Added support for Arm-Neon 128-bit SIMD intrinsics.
* Modified some lines to correct cleanliness.
* Updated the raw_json_data class to remove superfluous functions.

[libopnmidi] Fix compilation errors under Linux (#38410)
Fix one of https://github.com/microsoft/vcpkg/issues/32398 issue.
The following error occurs when installing
`libopnmidi[core,pmdwin-emulator,gens-emulator]:x64-linux`.

/mnt/vcpkg/buildtrees/libopnmidi/src/v1.5.1-f0b18d03a5.clean/src/chips/pmdwin/op.h:36:8: error: unknown type name ‘inline’

```
The upstream author has fixed this issue in this
[commit](2324ff2e34).
However, the upstream has not released a new version for the time being,
so we fixed the issue through patches.

[bond] Fixed compilation error under Windows when msvc version is greater than or equal to 1915 (#38471)
`D:\b\bond\src\10.0.0-efd5420c47.clean\cpp\inc\bond\core\detail\sdl.h(29):
error C4996: 'stdext::checked_array_iterator<_Ptr>': warning STL4043:
stdext::checked_array_iterator, stdext::unchecked_array_iterator, and
related factory functions are non-Standard extensions and will be
removed in the future. std::span (since C++20) and gsl::span can be used
instead. You can define _SILENCE_STDEXT_ARR_ITERS_DEPRECATION_WARNING or
_SILENCE_ALL_MS_EXT_DEPRECATION_WARNINGS to suppress this warning.`

The above problem occurred when I was testing an internal version of
msvc, and then I consulted Stephan T. Lavavej. He proposed a repair plan
and submitted PR [1205](https://github.com/microsoft/bond/pull/1205)
upstream. I used stephan's repair plan to fix this problem in vcpkg.

file, I refer to the

modification to add judgment conditions to ensure that the old version
is available.

[v8] Get WINDOWS_SDK error log from portfile.cmake (#38390)
Fixes comments:

v8 errors regarding the SDK are currently reported from upstream GN,
this error message should be reported in portfile.cmake rather than in
the failure log. Adding judgment print messages makes it easier to view
errors.

[chakracore] Fix compilation command running path (#38392)
Fix one of https://github.com/microsoft/vcpkg/issues/32398 issue.
The local test is compiled and passed under Linux. However, there is no
clang compiler on the CI environment, causing the compilation to fail,
so the restrictions in ci.baseline.txt cannot be lifted.
