This CL makes the following substitutions.

* assert.h -> cassert
* math.h -> cmath
* stdarg.h -> cstdarg
* stddef.h -> cstddef
* stdint.h -> cstdint
* stdio.h -> cstdio
* stdlib.h -> cstdlib
* string.h -> cstring
