* Add `bundleName` argument to `getCodeQLBundleDownloadURL`
* Add `languages` argument to `setupCodeQL`.
The logic now tries to find the platform-language pkg before defaulting
to the full bundle. We keep the toolcache clean by adding the pl version
to the tool version.
