Remove Feature.OverlayAnalysis minimumVersion
...
getOverlayDatabaseMode() already performs the same version check, so we
can remove minimumVersion from Feature.OverlayAnalysis. Doing so allows
the action to perform feature checks without CodeQL CLI.
