[ffmpeg] Add support for dav1d,fontconfig,freetype,fribidi,ilbc,modplug,opengl,openjpeg,libssh,tensorflow,tesseract,webp,libxml2 dependencies. (#15787) 
* [tesseract] Use vcpkg_fixup_pkgconfig.
