[vcpkg script] build_nmake use z_vcpkg_get_cmake_vars (#25862) ...

* use z_vcpkg_get_cmake_vars instead of including the toolchain

* fix typo

* use _ENV_ instead of ENV so vcpkgs flags will overwrite any other flags.
(also fixes pdcurses using LINK)
