[Arrow] Update to 3.0.0 (#15757)
* Cherry picked WiP (Update to arrow-2.0.0)

* Point to arrow-3.0.0 files

* Add missing re2 dependency.
Sort dependency list alphabetically.

* Configure ARROW_SNAPPY_USE_SHARED
