[vcpkg] Two bug fixes and some improvements in buildsystems/msbuild (#13755)
* Use IncludePath and LibraryPath properties

These tool agnostic properties allow to configure ClCompile and ResourceCompile without repeating the code.
This change includes my changes from #4454.
