[glaze] update to v2.6.4 (#38819)

Update to 2.6.4, previous version has broken support for clang16+,
https://github.com/stephenberry/glaze/releases/tag/v2.6.4

Fixed message aswell, dropped support of gcc11 in version 2.6.3,

entries are removed from that file.
- [ ] Any patches that are no longer applied are deleted from the port's
directory.
- [x] The version database is fixed by rerunning `./vcpkg x-add-version
--all` and committing the result.
- [x] Only one version is added to each modified port's versions file.
