Problem: source file headers are somewhat confusing about LGPLv3
...
Of course people still "can" distributed the sources under the
LGPLv3. However we provide COPYING.LESSER with additional grants.
Solution: specify these grants in the header of each source file.

Problem: zmq_msg_gets did not set errno on unknown properties
...
Solution: set errno to EINVAL when a property does not exist.
Also fixed test_metadata.cpp to test this case.
