Semaphore is implemented with a mutex and condition variable. When a semaphore is used in TimerTest, Run() acquires a lock to guard its CV but may be interrupted by the signal handler before releasing the lock which results in a hang when Signal(), called from the signal handler, also needs to acquire the lock.
