Francois Rousseau 8b8066297c [fuchsia] remove obsolete FIDL string.cc include

the code moved to string.h and the SDK no longer includes that source file

TESTED=fix the broken Fuchsia bots

This directory is a placeholder for Fuchsia tools that will be downloaded by
CIPD (https://github.com/luci/luci-go/tree/master/cipd). The CIPD update happens
as part of gclient runhooks.
