Scott Graham 3dd85dc126 fuchsia: Make ImageAnnotationReader[Test] work 
Ports the test away from fork() to MultiprocessExec.

Requires a Fuchsia SDK that includes the fix in
https://fuchsia-review.googlesource.com/c/zircon/+/125081.
