This change updates CrashReportDatbase::NewReport objects to own the file handle associated with the new report, now accessible via a FileWriter. NewReport's destructor closes its file handle and removes its new report unless disarmed with FinishedWritingCrashReport, eliminating the need for CallErrorWritingCrashReport.
