generate_dump is not being used on Fuchsia (because only the system-reporter version of Fuchsia Crashpad is actively used). GetProcessFromKoid() is becoming increasingly difficult to implement, so simply de-port generate_dump until we actually need it again in the future (if ever). Removes GetRootJob().
