Also enables C++20 as span now depends on it.
Roll buildtools to grab a newer libc++ that supports C++20.
Explicitly capture `this` in lambdas in cpp-httplib as the implicit
capture through `=` is deprecated and causes an error in C++20.
Update the MacOS version to "Mac-13|Mac-14" which is the current
value of `os.MAC_DEFAULT` in Chromium infra in order to have
C++20 support in the std library on iOS.
Moves iOS tests to run on iPhone 13 and includes a mini_chromium roll
to fix Xcode 14.3 egtests.

mini_chromium's version was just changed to be in the base namespace
as well. Roll to the latest mini_chromium and scope all calls to
bit_cast.

The previous CIPD location was stale and the packages there are no
longer updated. Compiling for Fuchsia using the latest toolchain
revealed that zlib needed to be updated as well to resolve errors
thrown by -Wstrict-prototypes.
Newer versions of zlib fail to compile for Fuchsia without the addition
of -Wno-sign-compare, recommended for this situation by the Fuchsia
toolchain team.

WebView makes use of this allowlist. We are hoping to
include switches and features in our crash keys as users
can enable these with an easily available developer UI.
These crash keys follow a pattern of "switch-<index>" so
it is impractical to indefinitely add a larger list of switch
keys. Adding this matcher lets us rather add "switch-*".

Ninja will be installed to the following paths.
- Linux: third_party/ninja/linux/ninja
- Mac: third_party/ninja/mac/ninja
- Windows: third_party/ninja/ninja.exe
This supports a workflow with VMs on the same host machine.
On Unix, `ninja` command wrapper in depot_tools will trigger third_party/ninja/ninja, which call linux or mac ninja.
On Windows, the depot_tools wrapper will trigger third_party/ninja/ninja.exe.

This updates buildtools to 8b16338d17cd. gn has migrated out of
buildtools and into its own cipd package, so gn is pulled at
2ecd43a10266 (current). This provides a mac-x86_64 or mac-arm64 gn as
appropriate for the host CPU architecture. The buildtools update also
brings distinct clang-format executables for mac-x86_64 and mac-arm64 as
appropriate.

up changes that affect how process information is read on fuchsia. The
existing pin is from April 26 2021 and the new one is from June 8: this
is a conservative roll - and the new pin matches that of other fuchsia

Although logging to files is not yet supported by mini_chromium, it is
the default behavior for OS_WIN in chromium. This change should
cause crashpad to log via OutputDebugString() on Windows, instead of
debug.log files. Future work (crbug.com/crashpad/26) should arrange for
logs to be uploaded with reports, embedded in associated minidumps or as
file attachments.

Because of the multiple-worlds building of the Crashpad code in the
Fuchsia tree (with the Fuchsia BUILDCONFIG.gn in particular) there's no
good location to globally disable Wconversion for all of crashpad.
This can be somewhat-improved by using a GN template
crashpad_static_library() similar to the existing crashpad_executable()
template.

When building for macOS and configured with target_cpu =
"mac_universal", bi-architecture x86_64/arm64 output will be produced.
mac_universal is, so far, a “Crashpad special” that will only work with
mini_chromium and the standalone Crashpad build, and not the in-Chromium
build. It exists to support Keystone, which intends to ship as
x86_64/arm64 universal.

This removes the rotted functionality for running tests on Fuchsia. It
had previously been broken by other platform changes. Other tools are
from previous SDKs being removed too; this approach is no longer going
to work.
The preferred way is to connect via SSH to the device, however, that
requires using the femu.sh from the SDK, which in turn requires `sudo`
to create a network device, so it won't directly work on bots anyway.
I started trying to update the to use femu.sh, fserve.sh, & fpublish.sh,
but that requires building a .far, which uses GN templates which
differ from the in-tree versions, and don't seem (?) to support
packaging resources into the package.
So, for now because it was confusing people (see linked bug) give up and
delete the code for the time being.
