Add UploadReport to manage database resources during upload
This change adds CrashReportDatabase::UploadReport which owns the report's file handle during upload. An upload is recorded as a success by calling RecordUploadComplete(). If RecordUploadComplete() is not called, the operation is recorded as a failure when the UploadReport is destroyed.
