Implementation in C++ of HTTPTransport test server
- Pulls in cpp-httplib for test-only usage in third_party/. - Replaces http_transport_test_server.py with .cc server. - Remove unnecessary Go toolchain pull. This was planned to be used for the test server, but the toolchain integration was too messy when covering all target platforms/configs.
